This paper intends to examine the problems that impede effective teaching and learning of English language and communication skills. English language plays very vital roles in and out of the school system in Nigeria. It serves as the medium of instruction in Nigerian schools, from the upper primary school level to the tertiary level of education. It further serves as the language of the law court, the press, administration, inter-ethnic communication, literature and others. This work examines the content of the syllabus for the language and communication skills courses as drawn by the National Commission for Colleges of Education (NCCE). Infrastructural, pedagogical, attitudinal as well as mother tongue interference problems hamper the achievement of the goals of the courses. In order to make progress, there is need to review the human and material resources to match the ever-increasing student population found in Nigerian tertiary institutions.
